Thanks for the detailed reply. The first setting you mentioned is not what I am looking for. It will make Hangouts visible on which ever workspace is active at the time.
What I want to do is have Hangouts visible on, say, workspace 2 all of the time. I can make that happen by using the OS X feature of assigning an app to a workspace. But the problem is that I want Chrome to be visible on, say workspace 3 - a different workspace than where Hangouts is visible.

And it seems that Hangouts and Google 'go together' to whichever workspace you assign one of them on (the last one). I think your workflow has helped me here. Previously, I was trying to assign Chrome to one workspace, and Hangouts to another. This doesn't really work, as I mentioned.

However, what I tried as a result of your last msgs is assigning Hangouts to the workspace where i really want it to be visible, but rather than also assigning Chrome to a particular workspace, I set it to none. So my new workflow would be to open Chrome where I want it, but not try to assign it there. This seems to be working in my limited testing so far.
